District 23 was formed in 1965, when Little league in the Bronx grew to the point that new district had to be created. While District 23 originally contained leagues in Manhattan and the West Bronx, the boundaries were altered in 2000 to Manhattan and Kingsbridge/Riverdale.

Jim Nolan is the 5th District Administrator of District 23, having succeeded Jack Loughlin, who dies in 1998.
